I have searched everywhere online and there seems to be nothing on this topic and its been stumping me for a week now

https://ibb.co/L9c8gPg attached a link regarding issue, on every new quest I create there is no way for me to get the quest header in the quest log to work. i have tried numerous different questsortid's and questzoneid's and yet it still shows as missing header. Any help regarding this issue would be of great help! thank you so much.
